Seat-belts On School Bus

After many years of countless complaints from anxious parents,  LTA finally announced that all new small buses in Singapore will be required to have seat-belts on all seats, all existing small buses carrying school children will be required to have forward facing seats with three-point seat belts within three years...
I am not sure if this is a good news to all the parents. For the safety reasons, it is sure to benefit all our young and playful kids, but when all the school bus owners are requested to convert their buses with seat-belts installation, not only they need to spend money but also they have to carry fewer children with the new ruling. I am sure the school bus fee will be increased next year.  In the end it adds the financial pressure to most of the parents.
By the way, the installed seat-belts are really can totally prevent accident? What cause the school bus accident in the past few cases? If the drivers drive carefully and slowly, if the children can sit quietly instead of  running around or standing on seats, the accident will still be happened? Does it mean once the seat-belts installed, the mentioned above problems will automatic solved? What do you think about this?

seat belts on buses are a good idea. they dont have them on public buses here, but why not? I have never understood why.
