Public Cell Phone Charger

I have been caught out too many times with no batteries and in desperate need of getting a message or telephone no on my hand phone. I always think how good if I can find a Public Cell Phone Chargers...Nowadays we so relied to our hand phone, not only using it to make phone calls but get almost personal information from it. How bad the situation is when our hand phone run out battery and we can't find battery charger.

This is public cell phone charger what I saw it in Shanghai last year. Not sure if there is this kind of public cell phone charger in other country. I can't find any in Singapore.
